The North Carolina Education Lottery is on the brink of entering new lines of business and needs additional legal staffing to meet the growing needs of the organization. This role is ideal for individuals who thrive on variety, since you’ll be handling everything from contract negotiation and drafting, compliance training, policy development, regulatory rule drafting, and employee relations to the kind of creative problem solving that occurs in any organization responding to rapidly changing conditions.

Primary Responsibilities:
- Assist the Chief Legal Officer in coordinating legal services to the Commission, executive management and other staff members to ensure that legal issues are resolved in an efficient and accurate manner.
- Negotiate, along with departmental personnel, and draft documents, procurement agreements, contracts, and game, promotion, and drawing rules to minimize risks and maximize legal rights.
- Provide advice and counseling by evaluating and weighing multiple inputs and impacts of any decision or course of action with ethics and integrity. Conduct research necessary to analyze legal issues, including examining statutes, judicial decisions, and other authoritative sources to provide clear and concise responses and timely resolution.
- Draft regulatory rules, compliance documents, and vendor application and approval procedures for new business lines and review, evaluate, and, as necessary, propose changes to existing rules, policies, and procedures.
- Ensure the organization conducts its business in compliance with applicable laws and regulations and the highest ethical standards.
- Develop, manage, and maintain contract lifecycle schedules.
- Anticipate issues and estimate risks strategically; identify proactive solutions that will eliminate or mitigate risks.
- Evaluate and fulfill public records requests by determining scope, format, and timeliness in compliance with State laws.
- Review, evaluate, and monitor corporate governance compliance for the NCEL Commission.
Other Responsibilities:
- Review or draft proposed legislation that meets the objectives of the organization and its governing board through research, review, and recommending changes.
- Develop and execute training programs based upon the needs and objectives of the organization.
- Monitor and coordinate litigation assigned to outside counsel, including collections matters.
- Other duties as assigned by the Chief Legal Officer.

Requirements:
- Juris-Doctor Degree from an accredited law school.
- License to practice law in the State of North Carolina or, if licensed in another state, eligible to obtain licensure from the North Carolina State Bar within one (1) year of hire.
- 2-5 years of relevant legal experience, preferably within a lottery, sports betting, gaming, similar organization or law firm.
- Ability to develop and implement legal strategy and objectives.
- Ability to anticipate and respond to legal issues or risks.
- Exceptional interpersonal skills, with all levels of supervisory and non-supervisory employees, Commission members, outside counsel, others inside and outside of NCEL.
- Knowledge of State and Federal laws, including gaming laws, affecting the organization's business and ability to provide clear and concise summaries and evaluations of such.
- Ability to perform complex research and effectively communicate the results in a meaningful way.
- Ability to write clearly, concisely, and effectively.
- Ability to organize and manage the lifecycles of multiple contracts, initiatives, and policies.
- Valid State Driver's License is preferred.

Hiring Rate: $ 143,922 (this exempt position will be filled at or near the posted salary). Relocation assistance available.
